What's the point of public media figures being provocative?

Like Lady Gaga and old-school Madonna for example. They constantly come up with these new ways to come across as provocative and shocking in both sexual and cultural ways, but what's the point? Is it to attract tabloid attention? Who are they directing the provocations towards...is it their target audience? Wouldn't they lose fans that way?
