How to make a Foundation?

Well a week ago when I was on vacation I got a phone call that my granddad passed away from a complication the produced him to have a heart attack and stroke at the same time:-(. After we held the funeral my grandma told me that he want to help the people down in Mo that was hit by the big twister. I was wondering how to set up a foundation that could be in my Grandfather name to help the people out in MO. Is there a website that I could go to or what do I do?
