How 'bout a wealth tax?

I worked for the Florida Department of Revenue when we had a wealth tax known as the Intangibles Tax. It was started during the depression, when there was no income, but a lot of wealthy people lived there. Florida has no income tax. A couple of other states tax wealth also, and those taxes have always been found constitutional.
