What happens if you went to ER got hospitalized but have no money or health care?

If someone had a stroke was broke, had no insurance or job went to the ER and was hospitalized, treated and no disabled, what do they do since there is no way to pay for the bill? They can't work afterwards because they need rehab just to talk.
