Why does my cat come up to me for stroking then turn her back to me?

She meows as she comes up to me for attention but when I put my hand out to stroke her she turns away from me so that I stroke her back and tail instead of her head. She sticks her tail up in the air sometimes and likes me to scratch her at the base of her back.
